A smart motorway is a stretch of motorway in England where National Highways uses technology – overhead gantry signs, variable speed limits, cameras and radar – to manage traffic instead of physically widening the road. In practice that means the speed limit can change, a lane can be closed with a red X, and on some stretches the old hard shoulder is now a running lane. Here is exactly what each part means and what you do about it.
If the idea of a motorway with no hard shoulder makes you tense up, you are not alone – it is one of the questions I get most before a learner’s first motorway lesson. The good news is they are not complicated once you know what you are looking at.
What is a smart motorway, in plain English?
A conventional motorway is fixed: set lanes, a permanent hard shoulder, one national speed limit. A smart motorway is the same road made adjustable – National Highways watches the traffic with CCTV and sensors, then uses gantry signs to slow everyone before a jam forms, close a hazardous lane, or open an extra lane at peak times. That means three things change for you:
- The speed limit is variable and shown on the gantries. In a red circle it is mandatory – the Highway Code (Rule 261) says you must not exceed it.
- A lane can be closed at any time with a red X.
- On some sections there is no permanent hard shoulder, so where you stop in a breakdown is different.
Smart motorways only exist in England. Scotland, Wales and Northern Ireland run conventional motorways.
The three types of smart motorway
There are three types, and the practical difference between them is what has happened to the hard shoulder. This is the bit worth memorising.

For context: the first controlled motorway opened in 1995, the first dynamic hard shoulder scheme in 2006, and the first major all lane running motorways in 2014 (National Highways). All lane running draws the most concern, because there is no continuous hard shoulder to pull onto. Dynamic hard shoulder schemes are being phased out – drivers found it too hard to judge when the hard shoulder was a lane and when it was not.
What does the red X mean on a smart motorway?
A red X on a gantry means that lane is closed and you must not drive in it. There is a hazard ahead – a broken-down car, debris, a collision or emergency crews in the lane. Move safely into an open lane in good time and do not switch back until you pass a gantry showing the lane is open again.
This is not advisory. Under Highway Code Rule 258, red flashing lights and a red X identify a closed lane, and you must not drive in it. Ignore it and you face a fixed penalty of up to £100 and three penalty points, and in some cases court for a more serious charge (National Highways). The cameras on smart motorways have been upgraded specifically to detect vehicles passing under, or entering a lane beyond, a red X.
For a new driver this matters even more than the fine. Under the Road Traffic (New Drivers) Act 1995, 6 penalty points within your first two years of passing revokes your licence and sends you back to a provisional – so a single red X offence plus one other endorsement can end it.
What do the variable speed limits mean?
The number in a red circle on the gantry is a mandatory speed limit for the lane below it (or all lanes if it spans the carriageway). National Highways sets it lower to smooth the flow when traffic is building.
The rule that catches people out: if no speed limit is displayed, the national speed limit applies – 70 mph for cars. The cameras do not switch off between variable limits; they sit at the national limit by default and can still catch you doing more than 70. National Highways’ advice is to treat them as always on.
The same speeding penalties apply as on any motorway – typically a £100 fixed penalty and 3 points for a minor offence, rising to a court fine of up to £2,500 for serious motorway speeding. There is usually a short lag (National Highways says as little as 10 seconds) between a new limit appearing and the camera enforcing it, so you can slow down smoothly rather than stamp on the brakes. Ease off early and let engine braking take the first bite out of your speed, and resist the temptation to knock it into neutral to roll down to the new limit – coasting costs you control at exactly the moment traffic is bunching up.
Where are the emergency areas and how far apart are they?
Emergency areas are orange-surfaced lay-bys set back from the traffic, marked with a blue sign and an orange SOS telephone symbol. Each is about 100 metres long (roughly a football pitch), with room for a large vehicle plus a recovery truck and a phone that connects straight to a National Highways control room. They exist on stretches with no hard shoulder so you have somewhere to stop if you cannot reach a junction or services. Under Highway Code Rule 270, they must only be used in an emergency – not for a rest, a phone call or to check your sat nav.
On older all lane running sections these used to be up to 1.5 miles apart, a fair walk if you broke down between them. After criticism the government told National Highways to add more: the National Emergency Area Retrofit programme delivered 151 additional emergency areas (completed March 2025) under a £390 million scheme, plus 700+ new signs showing the distance to the next place to stop. The new standard is a maximum of one mile apart, reducing to three-quarters of a mile where feasible – roughly one every 45 seconds at 60 mph.
To find a stranded car faster, all lane running motorways also use stopped vehicle detection (SVD) – radar that automatically spots a stationary vehicle in a live lane and alerts the control room, which can then set a red X around you. National Highways confirmed SVD is now on every all lane running motorway, working far faster than a camera operator spotting you.
What to do if you break down on a smart motorway
Rehearse this in your head, because on an all lane running section you may not have a hard shoulder to aim for. National Highways’ guidance:
- If you can, get off at the next junction or services.
- If not, reach an emergency area. Follow the orange signs, pull fully in, hazards on, and if it is safe leave by the left-hand (passenger) door and wait behind the barrier. Use the SOS phone to call National Highways.
- If you can reach the far-left lane but not an emergency area, stop as far left as you can, hazards on, and get out on the left behind the barrier if there is one.
- If you cannot get out of a live lane safely, keep your seatbelt on, leave your hazards on, and call 999 immediately.
The single biggest safety point: never try to fix the car or reach into the boot in a live lane. Get to safety, or stay belted in and call for help.
Why do smart motorways exist, and why were new ones scrapped?
They were built to add capacity cheaply. Widening a motorway the traditional way is expensive and disruptive; converting the hard shoulder to a lane and managing traffic with technology fits more cars onto the existing road for far less.
The controversy is safety. A car that breaks down in a live lane with no hard shoulder can be left exposed, and press and campaigners linked this to deaths – reporting by the BBC put the figure at at least 79 people killed on smart motorways between 2010 and the early 2020s, and several coroners called for changes. National Highways maintains they remain, statistically, among the safest roads. Either way the outcome is clear: in April 2023 the government cancelled all new smart motorways, citing cost and low public confidence. Existing ones stay in use with the safety upgrades above.
Smart motorways and learner drivers
Learners can take motorway lessons in England, Scotland and Wales, but only with an approved driving instructor in a dual-control car (allowed since 2018), and that includes smart motorways. A good instructor builds them in once your basics are solid, because reading gantries and holding your lane at 70 is a confidence skill, not just a test skill.
